Resiliency Planning
Resilience planning is the process of preparing communities to withstand disruptions, such as natural disasters, and to recover from them. In 2023, Miami Valley Regional Planning Commission (MVRPC) worked with local elected leaders, community development practitioners, the business community, public health officials, and other non-profit groups across a six-county region to define resiliency for the region.
Resiliency for the Greater Dayton Region was ultimately defined as:
Positioning all in the community with the ability to adapt to changing conditions, identify future natural and human-related disaster threats and hazards, and withstand, rapidly recover and improve from disruption due to future emergencies.
Shocks & Stressors
MVRPC recognizes that long-term resilience planning goes beyond response to and recovery from disasters—it also includes adaptation and mitigation. Long-term resilience planning includes preparing for disaster and building stronger communities that are able to adapt to shocks and mitigate chronic stressors.
Shocks are defined as disruptive short-term events that may have severe impacts, like a tornado or other natural disaster.
Stressors are defined as chronic conditions that gradually weaken systems or communities over time, making acute shocks harder to deal with.
MVRPC Regional Resiliency Goals
As part of the disaster preparedness planning and to incorporate more resiliency into the Miami Valley Region, MVRPC has established regional goals to aid in emergency preparedness, mitigation and overall support for vibrant and equitable communities. These goals will help strengthen communities for the long-term, as well as help them respond and recover more quickly from future natural disasters.
